Major logistical & transport problems hampering relief efforts in typhoon-ravaged Philippine

More than 700 volunteers have collaborated to provide rescue workers with high quality maps of areas in the Philippines hit by typhoon Haiyan.

Working on OpenStreetMap, a collaboratively created map of the world – like Wikipedia, but for cartographers – the volunteers have made over 1.5m changes, providing information for humanitarian aid workers on the ground and updating maps to reflect damage from the storm.

The work is co-ordinated by the Humanitarian OpenStreetMap Team (HOT), a volunteer group which lets disaster relief workers set tasks for mapmakers at home. Users who want to help out can log-in to the tasking manager, where they are presented with a list of requests from the team.

City Mayor Stephany Uy-Tan as the Chair of the Local Disaster Risk Reduction and Management Council (LDRRMC) regularly convenes with various sectors and organizations in preparation for the incoming Typhoon Yolanda.

Her office, now serves as the Internal Command Post (ICP) for all rescue and relief operations in coordination with 8th Infantry Division Philippine Army, Philippine National Police, Philippine Navy, Philippine Coast Guard, Bureau of Fire Protection, Filipino-Chinese Volunteer Fire Brigade, React Hamorawon, Kabalikat Civicom, Alert Philippines, ACCESS 5, Philippine Guardians, and other civic groups.

During its last meeting last November 06, 2013, the council has identified 18 evacuation centers, namely: Samar National School, Catbalogan II Central, Eastern Visayas Regional Science High School, Samar State University Mercedes Campus, Barangay Mercedes Church, Maulong Elementary School, 8th Infantry Division Chapel, Silanga High School/Silanga Elementary School, Barangay Payao Chapel, Pupua Elementary School, Estaka Buri School, Cabugawan Elementary School, San Bartolome Church, Lagundi Elementary School/Lagundi Barangay Hall, Catbalogan City Division, Samar State University Maceda Gymnasium, Samar College, and Canlapwas Church.

These evacuation centers shall cover clusters of barangays and shall be coordinated by civic groups. All evacuations shall be coordinated by the Internal Command Post so all rescue operations must be communicated through proper channels.

Navy

The aircraft carrier, which carries 5,000 Sailors and more than 80 aircraft, is currently in Hong Kong for a port visit. The crew is being recalled early from shore leave and the ship is expected to be underway later this evening.

In company with the carrier will be the cruisers USS Antietam (CG 54) and USS Cowpens (CG 63), and the destroyer USS Mustin (DDG 89). The supply ship USNS Charles Drew (T-AKE-10) is already underway and will rendezvous with the group as they get closer. USS Lassen (DDG 82) got underway yesterday for the region. Embarked on board USS George Washington, is Carrier Air Wing Five (CVW-5).

CVW-5 is a collection of aircraft designed to perform various functions including disaster relief and includes the "Golden Falcons" of Helicopter Sea Combat Squadron 12 flying the MH-60S Seahawk; and the "Saberhawks" of Helicopter Maritime Strike Squadron 77 flying the MH-60R Seahawk.

As needed, these ships and aircraft will be able to provide humanitarian assistance, supplies, and medical care in support of the ongoing efforts led by the government and military of the Republic of the Philippines.

The ships should be on station within 48-72 hours. The Defense Department is continuing to work closely with the Philippine government to determine what, if any, additional assets may be required.

“We’ve completed our high-speed transit and linked up with our US Navy logistical assets from Commander, Task Force 73, which brings 7th Fleet naval forces to participate in ‘Operation Damayan’ in the Republic of the Philippines,” said GWSG commander Rear Admiral Mark Montgomery.

He said the USS George Washington – a US aircraft carrier – and cruisers USS Antietam and USS Cowpens are about to position off the eastern coast of Samar to assess the damage.

The three units will also “provide logistical and emergency support to include medical and water supplies.”

He added the USS George Washington (CVN 73) and embarked Carrier Air Wing (CVW) 5 flew a number of fixed winged aircraft to Naval Air Facility Atsugi this morning, which cleared up the carrier’s flight deck for helicopter operations.

“One of the best capabilities the Strike Group brings is our 21 helicopters. These helicopters represent a good deal of lift to move emergency supplies around.”

He also said the dry cargo ship USNS Charles Drew (T-AKE-10) transported 1,920 gallons of water and 3 pallets of food stores to the Tacloban airfield. The Charles Drew is also moving several pallets of water to Guiuan today.

“We have ships conducting a variety of missions. The USNS Bowditch (T-AGS 62) is surveying water conditions in the Leyte Gulf. USNS Charles Drew and USS Lassen have helicopters and supplies that are bringing emergency supplies into Tacloban, one of the hard hit areas. Emory S. Land also provides a good ship-to-shore hotel services to Tacloban. The George Washington, Cowpens and Antietam are off the east coast of Samar. A third area of focus is Ormoc, where we’re sending USS Mustin right now,” said Montgomery

City Mayor Stephany Uy-Tan as the Chair of the Local Disaster Risk Reduction and Management Council (LDRRMC) regularly convenes with various sectors and organizations in preparation for the incoming Typhoon Yolanda.

Her office, now serves as the Internal Command Post (ICP) for all rescue and relief operations in coordination with 8th Infantry Division Philippine Army, Philippine National Police, Philippine Navy, Philippine Coast Guard, Bureau of Fire Protection, Filipino-Chinese Volunteer Fire Brigade, React Hamorawon, Kabalikat Civicom, Alert Philippines, ACCESS 5, Philippine Guardians, and other civic groups.

During its last meeting last November 06, 2013, the council has identified 18 evacuation centers, namely: Samar National School, Catbalogan II Central, Eastern Visayas Regional Science High School, Samar State University Mercedes Campus, Barangay Mercedes Church, Maulong Elementary School, 8th Infantry Division Chapel, Silanga High School/Silanga Elementary School, Barangay Payao Chapel, Pupua Elementary School, Estaka Buri School, Cabugawan Elementary School, San Bartolome Church, Lagundi Elementary School/Lagundi Barangay Hall, Catbalogan City Division, Samar State University Maceda Gymnasium, Samar College, and Canlapwas Church.

These evacuation centers shall cover clusters of barangays and shall be coordinated by civic groups. All evacuations shall be coordinated by the Internal Command Post so all rescue operations must be communicated through proper channels.

Supply line Our experience with Bohol during the recent earthquake – and with most other disasters like Typhoon Sendong in Cagayan de Oro, Typhoon Pablo in Compostela, and many more – tells us that it will take usually 2 to 3 days before a supply line can be established, and another 2 to 3 days before the system is fine-tuned. Because the scope here is bigger, give that transition phase another 2 to 3 days.

Unfortunately, people are getting hungry and desperate. That is why there's looting as hunger, fear and pain set in.

We need to get more entities involved in the transport of vital supplies to Samar and Leyte. The use of only 2 C-130s shuttling between Cebu and Tacloban is like attempting to make do with two drums of water when you need a firetruck to stop a fire. It is definitely not enough. (Editor's note: The United States' C-130s started arriving in Tacloban Wednesday afternoon, November 13.) Now is the time for the Philippine Airlines and Cebu Pacific to come to the government's help by dedicating even a flight a day for personnel and supplies. They can have the return flights to Cebu ticketed. Now is the time to mobilize our shipping lines to bring more supplies to Leyte and Samar. In times of such emergency, our air and sea transport companies should be ready to stand up and be counted. One command, one focus

We are thankful for the massive support pouring in. Still, we need the NDRRMC (National Disaster Risk Reduction and Management Council) to invest in water purifiers, generators, solar power systems and redundant communication systems, items that have consistently been in demand in the past million or so disasters we've encountered in the country. We have not learned.

4-6 weeks to get all electric back, you have solar panels? I would have worked on a plan to setup a dropzone-and get a redcross sign painted up+clothes or so.

I mean with all relief agency's and military pouring in, and sitting and waiting to connect up to regions like yours, the efforts you could provide in form of command and control centre in mind the building you have is worth a lot in regards your capability in language and connections and does not have the thumb exactly stuck in the nose@if to say so..)
